    Pre=drill a hole with a drill bit around the size of the screw shaft. Not as wide as the threads, just the shaft.

      I was refinishing my basement and needed a hammer drill to lag the plate to the concrete. Went to harbor freight and bought a $12 hammer drill. It was a complete pile of garbage and was smoking by the end of it but got the job done. $12 well spent. Tossed that shit in the garbage afterwards.
