Open it up and look for the screws fastening it to the wall. Holy smokes dude. Sometimes people dont use the factory holes. Maybe there wasnt a stud there so he fastened it where there was a stud. The fact that you ppsted this picture kind of proves this job is probably above your skill level like the other anon said. Probably better to call a professional or a semi professional. Also from your picture doesnt really appear to be "slack" in the cables

if thats a subpanel, turn the power from the main panel, then go to town
if its a main panel, call an electrician
