drill a hole, put a bolt trough it, screw on one or two nuts

The foil wont turn to smoke like plastic tape would.
Aluminium foil+10mm gap+steel scaffolding pole+bicycle fork (steel or aluminium?) We don't even know the strength of the 2 pipings - maybe the bike one is 1.8mm and the scaffolding is 3mm?
How the frick is that gonna end up with a proper weld or braze? For brazing you need a very thin gap, the foil is gonna ruin everything and welding together steel and aluminium isn't even possible.
28mm and 48mm is an extreme difference.
Personally I would build or purchase a reduction piece to bridge that difference and braze it together. If you do a proper job that will last forever.
Take a 50mm piece of brass, make the internal hole. Put in a screw. Mount on a drill in a vise or a drill press.
With a chisel reduce the diameter like you would do on a lathe.
I think if OP had and knew how to use a drill press, chisel and lathe he wouldn't ask about connecting a scaffolding pipe to a bicycle fork
