agree with others that you personally are an idiot. You would need something like CC1101EMK or something to do the radio transmission. Flipper zero only will deal with low rf/rfid/nfc, hackrf is a piece of shit, but still, you're not going to be doing jack shit as you're an idiot.
No. Rtl-sdr does not transmit. Coolest thing you can do IMO is tap into digital trunked radio for emergency services
No you can't at least not here in Europe, all coms are encrypted so you just hear static.
If you have 3 you can use some easy triangulation script to see their exact location, useful for spotting undercover cops or something idk.
maybe in the USA some don't use encryption since the USA is running years behind current tech and infrastructure.
In America (Illinois at least) they use P25 digital trunked radio, very similar to the TETRA system that most of Europe uses. Some encrypt, some don't. It's an option that's available.
Some still don't encrypt as it is somewhat a tradition to have the radio chatter available on scanner. They can still switch to encrypted channels when sharing sensitive information. Also a lot of modern systems are hybrid cell phone / digital mode (P25) so if it switches to LTE/5G you won't pick up a thing.
