As mentioned before, it's unloaded for gameplay purposes. From a lore perspective the magnum has an immense amount of recoil, IIRC a normal human would break their arm trying to use it so it's carried ceremonially

No. We have a literal .50 BMG pistol (12.7x99 which is a larger round than the Halo pistol) and it recoils a lot but no one breaks anything shooting it. Pic related.
I think it has to do with (k/ doesn’t have spoiler) the insurrections hijacking the frigate he was on in The Cole protocol book but I haven’t read it over a decade

I dont have excuse for him going in manual aside from possibly some old fashioned idea of the captain going down with his ship but Keyes deployed to the flood containment facility because intel was already aware of the significance of the site and forward observers noticed the covenant force occupying it had disappeared.
It was a dumb move for sure but given that they were already standing on a galaxy ending superweapon I can unserstand Keyes deciding that anything important enough to marked higher priority than that by the rings subsystems was worth seeing in person
2 was the most cinematic and simply ebin but CE with its glorious guns and MC controlling like a slow floaty beachball and the moronic indestructible vehicle physics where you could just launch warthogs across entire levels was definitely something special. 2 ending on a cliffhanger was a huge punch to the balls. 3 was genuinely great too even if it's not quite on the same level as the first two
