you mean the paint edges ? trick to getting the paint to stay is to glue it. get some white glue, put it under the paint where it's loose with a spatula, bit of cardboard or whatever, then hit it with an iron to set it - with white glue it should dry pretty much immediately allowing you to paint it, skim it with a coat of filler etc...
The maintenance guy is definitely going to notice that.
OP I would just sand it down the best you can then pay some dude to texture and paint it. You don't want to leave it untextured because that is even more obvious than a slightly mismatched paint.
