This is usually when a client country already signed off on accepting the aircraft in to service and they have their own military pilots flying them in the country of manufacture as part of an OCU, then doing their own ferry flight to the client state.
While the aircraft is still being flown by the manufacturer, they operate with a local registration and no foreign military markings.
In some countries they temporarily go on the manufacturing nation's military serial register that permits them to fly under different regulations to to the civil aircraft register, and will carry military roundels of that country before the client country's markings are applied/revealed.
It's probably so whatever general is in charge of the project can organise an official unveiling. It might also be part diplomatic clearance process of flying it to Hungary. Where the countries the crew stopped in didn't want a Hungarian military aircraft parked at their airport.
Pretty much this, probably it was flying to Hungary with a Brazilian crew and wasn't officially registered into the Hungarian Air Force yet. It's like a temporary license plate given to test vehicles in dealerships.
It's not delivered yet, they are testing it. They are only here for three weeks, after that it is flying back to Brazil. The final delivery will take place at the end of this year.
