Except special forces in Iraq and Afghanistan didn't have the massive luxuries that FBI HRT has, such as:

I live in a place with a lot of picrel people so I see SWAT activity fairly often and it's down to a formula at this point. Municipal and county cops form a perimeter and keep everything locked down, SWAT forces entry through very predictable spots in a very predictable manner. One piss bomb covered in nails at about leg height would ruin (and possibly end) their day... and lives.

Law enforcement in general is much more casualty averse than the military. For example, what would be considered a low casualty operation in the GWOT would mean flags at half-staff and days of mourning if cops took the same losses domestically.

That doesn't mean they are all equal in training or skill, though. The disparity between various police departments and even further division into task forces and units within those departments is absolutely massive.
Definitely depends on agency, a SWAT team in the middle of nowhere made up of patrol officers who train every other weekend is going to be vastly inferior to a full-time team like in major cities, who in turn will probably be inferior to the federal spooks who unironically just train all day.
