Issue I always have with a question like yours OP is that it tends to be pretty arbitrary beyond the big stuff, because the technology base and opponents are all different. Like, to say the minimum there is absolutely nothing obviously transparently wrong with that thing, it's a big box with big wheels and armor to deal with small arms fire and can carry a bunch of troops and that's it. Like, it's fine isn't it? By the point they're using those it's more a counter-terrorism/police-state thing then an "APC" for actual military use. Earth's militaries were all crushed decades earlier, they aren't facing any air power or tanks or anything anymore just ragtag rebels.
So I'm going to answer: it's fine for something that probably didn't have much thought into it. There are no crazy moronic spikes or something all over or whatever. It's a big somewhat shaped box with wheels. It has a bigger gun on top. It's made when most of humanity's industry is dead and the conquerors are mainly interested in sucking up all the resources as cheaply as possible. Earth in HL2 is basically a 3rd world extractive police state (at global scale). Seems like it does the job yeah?

It doesn't have a hand brake, in Highway 17 you take one out by using the gravity gun to remove the chocks behind its wheels and letting it roll backwards over a cliff
I suppose its possible that someone just forgot to engage the handbrake when they parked the thing but then why the wheel chocks?
I think it can be used to transport troops but in the game it was used to shoot missiles and attack player with machine gun
also where the frick is a missile launcher on this thing it doesn't make sense

The dude could tank an entire RPG blast, several grenades, direct artillery fire, countless mags, endless shotgun blasts and still move normally at the average humans sprint speed while carrying an entire arsenal on his back, it wasnt much of a fair matchup even for augmented humans in the combine guard when you also factor in the fact that the whole species rose up the second he magically showed up out of nowhere.

That dumb fricking b***h alyx ruins humanity's best/sole hope of victory (or at least "victory") then runs off with G-man, and it's showed to be entirely pointless, the Combine have an entire fricking Dyson Sphere.
If they ever actually put out HL3 i certainly hope they persist with the angle that the Combine is simply too big to be beat. I'm gonna guess that the victory will be some flavour of somehow sealing earth away from Combine's reach, then some bittersweet ending about "we have to become like them or else we will never truly be safe"

I have a feeling they're going to use the Borealis to send Freeman back in time and prevent the resonance cascade.
It essentially is a small naval corvette.
It vertically launches missiles, can lock onto targets without direct visual contact and shoot machine gund but does not have a CIWS. Plus it carries a few cops around who are armed with deployable manhacks, SMGs and pistols.
That being said, it's a superb IFV. It's just that it lacks modern protection and has terrible escorts.
Throw in some APS, smoke launchers and ERA. Deploy a Combine soldier squad instead of the cops.
It can't be better.

Right, "in a real war" it doesn't matter because the Combine can call upon a stupendous super army which is what they used to annihilate all earth militaries in a single week. Earth is a colonial backwater. It's like if you compared the weapons in mainland Europe or US or Japan or wherever in the leadup to WW2 to whatever they had in the fricking congo or something.

Biggest thing is that there are a lot of big flat surfaces with zero deflection/angling. Any AT munition will have a field day with that thing.
