Somewhat. A good crew can counter this either by turning with the turret, backing up against a wall, or flat out ramming the enemy but circling can buy you a minute or two against a bad crew. Plenty of time to get a shot off or toss satchel charges onto the engine deck.

Ratels and elands would circle invading T62s, 90mm couldn't reliably kill them so they basically had to kite them and take choice shots at the engines from behind. With a modern tank? No, the turret would probably turn too fast and even if you could outrun it, you'd get lit up by the crows .50.
You probably can. But in regards of OP question, Bradleys were not circling, they did engage and then run in other words ukies executed proper and competent drive-by shooting.
You know , what? Out of curiosity(and to check spelling) , I searched and per wikipedia, the invention of drive-by shooting is attributed to Nestor Makhno. He used horse-drawn carriages and machine guns for that.
you need to be big enough to survive machine gun hits and not just get run over but yeah

In a Bigade FTX in 2014, using MILES2000, my Abrams (now the BN lone survivor) got into a duel with OpFor's last remaining HMMWV (the other lone survivor). I was Gunner.
In the middle of a clearing of Georgia pines, there was some tiny road bridge, which spanned a shallow, dry culvert. So in fact, you didn't even have to traverse the bridge-- you could just drive down and up across the embankment. HMMWV (designated as BRDM-2 iirc) was there by the bridge. Waiting. And not facing us. But we didn't have a clear lasershot.
TC said to me, [anon], you disengage the turret until I say so, then you tilt the cadillacs as hard as you can in the direction I tell you. We're gonna chase him, we're going for it.
We broke cover from a treeline, and by the time we had a clear lasershot, they had mounted up and decided not to flee across open terrain. They drove down into the culvert; they were gonna hug the bridge structure, use it as cover.
Following them down, our M1A2 SEPv2 Abrams then got caught up in a figure-8 lasertag chase with a HMMWV, up and down the embankments, over and under the bridge, around and around. We were maybe 50m from each other, give or take 25m at any moment. I would throw the turret left or right whenever we passed under the bridge. Because of the GPS magnification, I would at most see the edge of a tire or a trunk bed if I was lucky. Neither of us could get a good safe shot off or outrun the other.
After about three minutes of this, Range cadre, who had been watching along with all the dead FTX participants and shaking their heads, used their God Guns to drop an artillery strike on both of us. They also threw a bunch of ArtySim grenades to mark it. Good times 🙂

In a car it's not viable at all. The tank doesn't need to shoot at you with the main gun because it can just as easily kill you with the machine guns.

Tanks usually aren't by themselves, so not very. If it's alone, and it hasn't spotted you first, or from a good distance away, it's feasible.
