I suspect that nobody actually knows the number. I also think that this is less due to classification and more due to just how many places are working on secret shit. Beyond big black budget projects there's a a vast multitude of other secret research which is done. There are something like 30 different DoD labs,all the big 3 Letter Agencies and government contractors which all do some manner of secret R&D. Many of these Labs/Agencies/Companies have a discretionary budget to play with where if a scientists gets an idea their leadership thinks might be worthwhile, they get thrown a lump of cash to play with it to see if it's actually a good idea or not. Sometimes it works out and the project takes off to become the next big thing, other times it dies it doesn't go anywhere and is cancelled almost immediately. Since this stuff is all funded/approved/cancelled internally to each organization and these sorts of projects are constantly starting and stopping, I doubt there's any sort of centralized list being kept by anyone.

I’m personally familiar with a whole bunch of super duper secret underground tunneling projects and stuff. Got a contractor buddy that did a bunch of projects in Ukraine a few years ago and went back twice over the last year. Also a bunch of unknown hollowed out mountains in the Appalachian and Rocky Mountains that that are kind of local open secrets.
