On a somewhat unrelated note, what exactly is the use case for those cluster munitions? I figured it'd be about having a cheap way to address meat assaults but apparently it's more about counter-battery fire?

The main point is that USA can't use the munition legally, and they have a lot of stock. They are also just more effective than plain dumb shells.
