Do it like the military does it and use human shaped targets. If you train a lot with the targets your brain gets kinda used to it. So when you get into an self defense situation or whatever your training takes over and should bypass the hesitation to shoot (and maybe even kill) a human being (that mentally stable people should normally have).

Training and mental repetitions. When I was a cop I used to play out scenarios in my head constantly, down to the proper radio traffic following it, so that it'd be mechanical. When I was invokved in a shooting incident, I drew my pistol so hard I tweaked my shoulder and was seeking a target almost on muscle memory. Some officers at same incident ran away without drawing a weapon or pulled their handcuffs and stood still. Its all in mental repetition imho
