Is it safe? Not really. But you'll know instantly if it's not being contained, plus you can capture and neutralize halogens, with mercury you just convert it into something less soluble, but still toxic.
Cummulative mercury poisoning is slow and ireversible, one of the early signs is erectile disfuncion...
Sell the scrap as what it is because the scrap proves what it is without assay.
It's not worth stripping the gold plating, you get dick. sell the scrap and use the money to buy gold.
