        That's the neat thing, they don't - pretty much any country with an actual nuclear arsenal stands a very good chance of getting nuked into oblivion by the other nuclear countries the second they launch one. It's why a lot of the recent hypersonic missile hype is bullshit, since much of it is just plans to slap conventional warheads on ICBMs and nobody has figured out how to stop the other guys from thinking it's a nuke and launching their in response.
