Homeless Expulsion

Living the dream in Florida. Weather beautiful; lots of homeless. We live in an "improving" area of our town. Next to our house is an empty lot. On that empty lot is camping a Black fella in a van. It has noisy mufflers and he comes in between 10:00 and 11:00 p.m. Sometimes he has a girlfriend with him, sometimes not. We've talked to the Black owner of the lot, and she's giving him permission to camp there. Stupid, right? Don't give the homeless a free camping spot. Does anyone know any legal, non-violent means to get a homeless person off a property right next to yours?

    It was called the “bad neighbour policy”

    Oh, once that guy is gone, perhaps consider subdividing the lot and maybe building a couple of smaller homes on it and letting some displaced Ukrainian families live there. Maybe the city can help generate some income for the lot owner.

    Generally though, zoning laws won’t allow it to be used as a campground. If you can weld, maybe offer to help fix is muffler, problem solved. Maybe he just had is catalytic converter stolen or something.

    you only have 3 options

    OR
    >make the lot as unattractive as possible, which would mean you are probably breaking some law by trashing a property that is not yours
    OR
    >report the activity to the city to see if they care. The only reason they might is if enough people complain about it lowering their property value

      He sleeps in his van about 60 ft from our front door. He has a lady friend. They must poop in the lot overnight because people poop or pee in the middle of the night. I challenge you to swap houses with me and see how you like it.

    If it's not your property, the vehicle is operational (which it seems to be given that you say it comes and goes), and there's no ordinance against it, there's nothing you can legally do about it. My recommendation is to just ignore it unless you witness illegal activity.

      Florida has a long history of dealing with squatters trying to camp where ever they want.

          Using a residential lot for a camping site is a code violation in most or all places in Florida. You can be the owner and they can still fine you/put a lien on your property.

          In some areas, code enforcement is pretty lax, other places they write you up pretty quickly.

          If there is a formal complaint lodged, it usually gets looked into.

            Considering that I included "if ... there's no ordinance against it" in my original post, I'm still not wrong. If there's an ordinance prohibiting the van from boondocking on the neighboring property, then OP should resolve the issue by reporting the situation. I never argued against that.

            Bury about 10 full-length 2x4s studded with nails embedded across the property, aim for where he drives in and drives out. Once the van is disabled, wait until he leaves it, then further sabotage the van, remove important electrical components, drill out the spark plugs, make it unfixable. Then, report the van as an abandoned suspicious vehicle and get it towed. Extra points if you forget to remove all your 2x4s and cause collateral damage.

            deniable or legal options are tricky. the system is not designed to help you.
            first, prerequisite: if you don't already have cameras, put some in. got to watch if they do anything to your property after all.
            you don't have a lot of good options that don't annoy you, too. sonic approaches will hurt you both.
            before doing anything else i'd tell the lot owner that the dude was talking about adverse possession and how he intends to try and take the lot from her that way, and you'd much rather it go to someone more neighborly or turn it into a community garden or some shit if she's letting it go.
            failing that, i'd tell the van dude that he's on your shit list and you intend to get him out by any means possible. it'll make him paranoid and upset. if he does anything to retaliate, get it on camera and go to the police. tell them he's violent, been beating his girl, and you'll shoot him dead if he approaches your home and your family threateningly again. they don't want that paperwork, they'll tell you DON'T and tell you to calm down and more importantly will tell him to frick off elsewhere.
            get some extremely bright floodlights for that side of your house. make sure to shine some directly over onto the neighboring lot where he parks his van. make sure they're extraordinarily bright - he probably won't have anything thick/even enough to block out all the light leakage. if possible, wire them up to some relays and have an arduino or something just blink them off for under 500ms at random intervals. it's maddening. rip your power bill.
            if they're minorly downhill, leave a hose running on the side of your yard frequently and regularly spray a shitload of water onto the lot while they're not there. saturate that ground. make it muddy as frick. they'll have problems coming and going and every time they step out of their van it will be disgusting muddy slop. rip your water bill.
            if he's driving in from the road, just park in front of the lot and block him. "oops"

            I will, however, call you idiots out for being criminal degenerates. Both of you are infinitely worse than the person OP wants gone.

                It's not littering, they are a merely leftovers from the house which was bulldozed. Those boards were always there, it's a miracle this squatter didn't run them over before.

                the police would not give a single shit about this and would likely not even show up to such a minor private dispute. are you a 50 year old white woman? do you think you can call the police to show up and spank your child when he doesn't come down for dinner fast enough, too?
                at the most, if you can somehow plead to the right people and get lucky and skip the queue of 40,000 other similar complaints that are getting ignored, a weaselly enforcement dude in a city-owned prius will show up to take a look and make some notes but still, nothing will happen.

    well theres your problem. its not your lot, its not public property, and the owner gave him permission. nothing you can do. and if you go on the property to "sabotage" anything you will be liable for anything as a result because in reality you are trespassing on someone elses private property.

    learn how the laws work before you go vigilante on someone who you have no right to disturb on someone elses property that you do not own. if you dont like it, move.
