PoWs can be used for prisoners exchanges and political bargaining. They might be a pain in the ass but they certainly have their uses.
Treating PoWs nicely and giving them a smoke is much better imagery. It'll spread among mobiks and make them more willing to surrender. There was a reason why Germans were more than happy to surrender to Americans or Brits rather than Soviets.
