Ya know what the square cube law is? It means you can't necessarily make small things big or big things small and expect them to still work.
This, a 12ga is too small to make that work effectively.

What about a 40mm shaped charge gun where it fires by just triggering the shaped charge? You wouldn't need a barrel, just some sort of shroud and mechanism to mitigate recoil. It would probably need less explosive mass than 40mm HEDP since you're only interested in accelerating the copper jet. The range would be short but at close range the copper jet would slice through anything. Even when the jet loses coherency it probably acts like a high velocity shotgun anyway.
Spacing matters with shaped charges. This is why you see tank defenses made out of wood or chicken wire. If you set off the charge even a few feet too soon the penetration factor is negated

Scaling issues may be a b***h to work out since we now have a very small plate that's either going to be really thin overall or really thick proportionally. That's gotta frick with penetrator formation somehow. There's also the question of minimum range, because you hardly want that shit going off all too close to you for safety reasons. it probably won't be so hot at longer distances either, those kinds of speeds means drag in the air will be massive and the penetrator may not be perfectly even in shape either which means accuracy will suffer.
Or, with batteries not up to scratch for coil guns as the main small arms use, maybe you just have them on the rifle with a selector to add electrical acceleration.
You can use it normally most of the time, but for a long range shot or armored opponents you can flip it on and get an extra 1,000 fps.
Alternatively, gyrojet ammunition that still makes use of propellant coming out of the barrel, like RAF rounds.
It can come out doing 2,800 FPS and quickly tack on another 2,000FPS as the rocket deploys.

I more or less agree with others, but I'm too curious to not encourage you to not try. You could try to make it like a tiny 12 gauge HEDP round. I'm not sure 12g has the scale necessary to make it work, but it seems like a fun and crazy project.

The other anons might be right, it doesn't look like it will work as a "shaped charge" shaped charge. But an HE round with a 'penetrator' of sorts exploding on contact will still frick someone up even if it doesnt deform, dunno how will it work against armor though

are EFP and HEAT warheads the same thing?
Nope, they're similar but they are shaped differently and have different effects. A HEAT warhead sort of squeezes a copper cone starting from the pointy end and moving towards the fat end, so that the copper is crushed and projected outwards at high speed and energy. An EFP on the other hand takes a concave shape and uses explosives to turn it inside-out into a convex shape, which then keeps moving through the air until it hits something.
Think of it like a tube of toothpaste. HEAT is you removing the cap on the tube and then squeezing it so that toothpaste comes out at high speed. EFP is you leaving the cap on and squeezing it so that the cap flies off at high speed

No, they're not the same thing. The reason that a HEAT warhead's jet is so deadly is because it's using most of the liner's mass to squeeze it down and squirt out a tiny amount at high speed. An EFP just throws the entire copper liner at them

Well, explosive warheads are not made of toothpaste. When you detonate HE behind a shaped copper line it does some wild shit that you won't see from a tube of toothpaste. It was just using it as an example to make the mechanical action easier to visualize

I think EFP will maintain its power over a longer range, where a traditional shaped charge is more damaging in the space before the jet begins to disperse. A stream of molten metal moving at multiple km/s ain't nothing to sneeze at.
