Those are cheap, mass produced dumb bombs. They probably have to be armed by the ground crew before take off. They probably aren't even hooked up to a computer. Just slapped on a hard point.

It would probably save more face to say it was a military accident then saying that their air defense failed to stop the enemy from bombing the city.
