Cans are cool. SBRs are cool (although I have not done that yet because they're more annoying to travel out of state with and braces are fine). The ATF doesn't care that you own one of the hundreds of thousands (maybe millions by now) of cans and SBRs in circulation. They mostly care if they think you're trafficking arms or doing other blatantly illegal things. If you submit the proper paperwork and pay for the stamp, they know you probably follow the law otherwise and aren't really a problem.

Like say there as a list of all gun owning households in my rural area. The list would be like, 85% of the homes. So there's no need for any list at all, it doesn't do anything, because you don't need a list to guess if a home has a gun in it the answer is "yes".
