the house I live in was built in the 90's and there appears to have been one installed on the front hose connection that someone cut off. it still lies on the ground to this very day.

When shut the hose nozzle but not bibb. Sun heating the hose will increase pressure in the hose and force some water back.

if there is a hose full of water and your water system goes offline and loses pressure then you can have a siphon condition where the hose water enters your system and can come out in your sink when pressure is restored. It's probably something that pretty much never happens and if it does the risk is minuscule but some pinhead somewhere said it could and that it would be really bad for the children. And no expense is too much when the children are involved.

even if it's the case where it's open there's usually valve like a irrigation timer right in front of it. nobody leaves a fertilizer sprayer pressurized and if they did it would just break after a few days anyway

I have seen more of these things leak than I’ve seen in proper working condition. What even is the point of making them so difficult to remove?
because they don't want them removed as they are supposed to prevent backflow.
