    Japan operates a sizable fleet of F35, which is the superior fighter, and has a more effective navy for their goals as well as having multiple F-35 capable ships even if they aren't a true carrier. I would put them as the 2nd power based solely on that, especially since their military goals don't call for the dickwaving power projection of a true carrier while the CDG spends almost as much time in port as it does at sea despite France's attempts to LARP as a global power.

        Korea is still technically at war with Best Korea as well which is why they have conscription periods for all young males for a fairly long time which drives up the numbers, but primarily yes. One should also note that being a conscript in the RoK doesn't mean that you'll be doing actual soldiering past basic training, though, and can instead end up in a more civil service position somewhere the police might be used in the US as a guard.
