Given the saturation of the modern battlefield with drones, you cannot produce man portable solutions other than EW/DEW systems because soldiers simply cannot carry sufficient ammo. One could argue for smart 40mm grenades fired from man portable launchers, but that’s about it and the abysmal ROF makes their effectiveness dubious at best.

There is no viable man portable solution to the problem. It has to be either vehicle based due to size/weight/energy requirements or suicide drones, of which you would require massive amounts of, leading right back to vehicles to transport them with.

Downing these little drones is easy. Just use proximity explosives. They already make them for 40mm. The US used proximity flak guns with huge success in WW2 especially against the Japanese. Take the 40mm version, use a 40mm grenade launcher and bye bye drones. The truth of the matter is that Russia doesn't think the lives of their soldiers is worth the investment or cost of squad anti drone guns. They issue out the jammers in small quantities, but let's face it, individual hobby drones while fun to watch, are not causing enough casualties for Russia to invest in an anti drone solution.
