It's about the intent man. Carrying a blunderbuss would still be like carrying a weapon in a spirit to circumvent a law.
If you're going to break a law then break it efficiently and conceal a modern pistol.

Also does it have to be a flint lock? Can you use percussion caps? Those are vastly superior.

Well stop being dumb and wrong.
The percussion cap was a huge step up in firearms technology, maint drastically reducing dwell time between when the trigger was pulled and the projectile leaving the barrel.
Muzzleloading or just black powder? The distinction is important, if the latter you could possibly carry something like a cap and ball revolver.

Unfortunate. Unless the single shotgun barrel of the Lemat allows the law to overlook the 9 chambers that use it as an axle, you probably couldn't use that either.
Could see if pepperboxes are legal though. Pretty sure they should count as muzzleloaders, they just have multiple barrels. I'd seriously opt to look into a cap and ball version of one, flintlocks aren't as reliable as percussion caps and pepperboxes aren't known for their great reliability as it is. You should want to maximize your chances.
This idea is a little out there, but is it legal for you to make your own gun? You could try making a double action mechanism if you have the right tools. I figure as long as you use a pepperbox barrel for it, the carabinieri or whoever can't touch you since it's technically a muzzleloader. I'd want one if I were you to maximize my chances, then you can just pull the trigger again if the first round fails to fire. May be just as well that you can't have a real revolver here, considering a pepperbox design should be immune to the dangers of a hangfire (not as in it can't happen, but as in it won't blow your gun or hand up).

Wax your barrel and lacquer your cap so it doesn't fall out/get wet. Try keeping your pan filled for any amount of time while carrying it and post results.
