    Some fun facts for you about the EPA's 608 enforcement:
    >since 2010 only one HVAC company has actually been fined for venting refrigerant illegally
    >the majority of fines are aimed at large corporations who violate the leak repair rules on commercial units
    >the rest are theives or recyclers that deliberately vent refrigerant when scrapping.
    >there are zero confirmed reports of anyone collecting a bounty from the EPA
    There's really no 608 enforcement at the contractor level. The EPA is only interested in going after large companies with deep pockets. There's no money in going after HVAC companies that can't pay their fines. They want quick easy targets who won't spend the money and time to fight the fines and instead they negotiate a settlement. The EPA gets a nice payday and they get to act like they're enforcing the law.

    >waiting for any illegal activity to document
    >could take a long time to actually catch them

    >EPA has to go thru the process of the court system to even get to trial which could take months or years
    >EPA has to prove in court company violated the clean air act
    >if and WHEN they win the case that probably took a year or 2 to get to court, then and only then they will pay your bounty, providing they get the results they are hoping for in the court case

        doesnt matter if its joe blow AC repair or mega conglomerate worth billions. they will not pay anything to you unless the company is convicted and the EPA wins. they can fine someone all they want just because they fine a company doesnt mean the company will pay.

        its the same when you report someone for workmans comp fraud... you can get a 'reward' but only if the person is proven guilty and convicted in a court of law do you get your "snitch money". these motherfricker dont just write a check because YOU reported someone. its a very long process before you get anything.

        Why would you vent refrigerant when capturing it normally lets you resell it at market price?

        You cannot resell recovered refrigerant to anyone else. The only time you're allowed to re-use recovered refrigerant is if you're putting it back into the unit you took it out of.
        You are allowed to sell recovered refrigerant to recyclers. Most supply houses buy back used gas and send it to recyclers who purify the refrigerant. The recyclers are not allowed to sell recycled gas (yet) so they've been stockpiling it while waiting for the government to make it legal to sell.

          There’s no way the second half of what you said is correct. You can def buy recycled refrigerant, there’s no other way to get shit like R22 anymore, that’s why it’s so expensive. Also, if you have some R22 it’s yours, you can do whatever you want with it as long as it’s not being vented.

      Didn’t a whistleblower collect like 75 million dollars recently? Because you can get a percentage of the money they recovered? You’re probably only going to get the bounty for the epa though if you have like 1) evidence from working somewhere that intentionally violates the laws, like your boss sends you a text message that says “vent that whole system”
      Or 2) you have a clear video of someone venting and then saying like “frick the epa, I’m venting”
      I know plenty of scumbag hvac guys who constantly vent, you can more of less just stomp on a valve and if someone b***hes you say “oh look the line was damaged and it broke when I was working here”

    The main people who violate the clean air act are tweakers, ignoring water cooler recoveries here rare but does happen.
    if you want to catch someone violating the clean air act and you want to get money you will need an EPA license otherwise your claim will be low priority and likely dismissed, video evidence of the act, make sure your state allows you too film people without permission and here is the really difficult part be willing to be blacklisted by 90% of companies including Union companies

    I had some incredibly stupid friends in high school who would vent r22 into garbage bags so they could huff it. They called it “getting the Wawa’s” becasue when you were under the influence you would hear a pulsating sound in your head that sounded like “wawawawawawa.” Thankfully I was smart enough not to partake with them. I preferred marijuana and later coke and Molly in college.
