I thought this was a no go because the Japanese needed a longer range fighter that could carry AShM internally. Tempest doesn’t have those capabilities? Will each country be getting their own version?
Tempest & F-X are 6th gen not 5th.
Also Japan already developed a 5th gen, it just never went into production or service.

F-35 is going to be the new F-16, meaning that they 'll be at the bottom of the totem pole in a hi-lo mix fleet. Basically for grunt shit like air policing, CAP, bomb trucks, etc.

It wont be 5th gen until it has an internal weapons bay which doesn't get added to the design until Block 3 in the 2030s.

Because delaying now to get the internal weapons bay in the current iteration would likely take several years, so instead of holding up everything for several years, they added it to the roadmap for block 3 versions to get the internal weapons bay. This means block 1 and 2 can be produced without waiting for other work to be completed, but it also means block 1 and 2 literally CAN'T be 5th gen unless you're some Korean shill.
Honestly not that big of a deal, i'd rather have 4.5th gen fighters than no fighters at all, especially when those fighters will one day likely be upgraded to 5th gen.

Yep. The first generation KF-21's will be replacing F4s and F5s, so they'll still be a significant upgrade over what is being used currently.
From a Japanese standpoint, F-35 is a 5th generation multirole strike fighter and F-X is a 6th generation multirole air superiority fighter. They need it for the same reason why the US has F-22 and is developing NGAD.

F-35 buys are primarily diplomatic in nature, they are too fragile and expensive to be used in combat. developed nations want to be able to build their own planes if a protracted war breaks out or the US collapses and no more proprietary parts are made.
The US is the only country foolish to build white elephants like the Fat Amy, everyone else will wait until there's a real need or money to be made selling war planes, like France and Sweden, but they still do the R&D to stay modern.

No, there are like 16
10 were made as testers, 6 were made as serial production, but of those 6 production models 1 crashed.
So 16 total, 5 of which are actual production models.
Of those 5, 2 were delivered this year.
So yeah, not exactly full rate production at 1-2 per year. At this rate they might be able to outfit an entire fighter regiment in 8-10 years.

Lockheeb got buck-broken in 2011 and the contract was re-baselined. They're on the verge of being buck-broken again if they can't bring maintenance costs down.
With that being said, the F-35 is a fantastic jet with 20:1 kill ratios in every exercise it's taken part in, multiple confirmed kills inside Syrian airspace claimed to be defended by S-300s, and ground-support use in Afghanistan by the Marines.

How can a generation raised on RTSs be this moronic?
1. At the end of the day, no matter how good it is, F-35 is a small strike fighter. Some countries also need a bigger, longer range fighter. In USA that's F-22 and soon NGAD.
2. F-35 is very connected to many countries, and finally all connected to USA. Having a properly domestic fighter is considered a critical security capability. (or I guess alternative partnerships at least, because making a modern jet alone is increasingly more difficult)
3. There is keeping a domestic industry protectionism aspect.
