        They didn't have any chemical weapons at the time that claim was made, they'd gotten rid of all of them. There is no evidence to the contrary.

        Also America and Israel sold Iraq the precursor chemicals required to make their weapons, with full knowledge that they would use them on Iran.

          Iraq sent weapons to Syria as reveales by the Syrian civil war and enriched uranium was found in Iraq which was then sent to a power plant in Canada.
          Also, the US gave some weapons to Iraq since the US exchanged weapons for hostages with Iran. Most weapons came from the USSR.

    Depends on the chemical in question, but it can. For instance tear gas is technically a chemical weapon, but is definitely not a WMD seeing as how it's suitable for riot control. Sarin and VX on the other hand are a bit more serious.
