            The US Army has an "up or out" promotion system. If the army decides you're not capable enough to be promoted when the time comes, you get the boot.         There are large storages for agriculture products in the area, knew someone who went there a few years back for. Specifically produce though, not fertilizer.
        Unless they decided to build a new building with a huge stockpile of fertilizer in 1 area (they wouldn't as there are multiple differently owned companies there who would want their own significantly smaller storage of fertilizer), it is much more likely to be an ammunition depot in a repurposed farming building.
        It is possible though, just like how it could have been a Russian war orphan storage facility or a Chinese human organ harvesting ring.
