Well, you'd need enough to overwhelm the police presence. Then you'd have to account for any military units that could be in the area, it would take some time for them to assemble into a battle ready force though.
Then you'd have to account for hostile civilians, of where there will likely be many, with various assorted small arms.
Realistically you could probably do it for a short amount of time before you get plowed over by the military once they assemble and send enough men in.
