Chinese are building heliports in the mountains near the Indian border. Six of the eight new heliports within the Area are located at or above 14,500 feet, which is the altitude where choppers start to really struggle to do basic things like provide enough lift to fly.

I currently fly an AS350B3e in Colorado. We routinely land at altitudes above 12,000'. The helicopter flies fairly well there, just a little bit slow to respond sometimes.
What's the MTOW though?
Would you fly a chopper with a fully kitted up squad or cargo at 14,500?
Max altitude achieved by a helicopter is almost 43,000 feet. There are transports and attack craft designed to function at 20,000+ as part of normal operations.
The only thing you lose is the ability to hover, which most helicopters start to lose at not particularly high altitudes.
US helicopters are not the gold standard for what is possible. Max continental US elevations are just not that high, and what constitutes high altitude there is going to be below the lowest valleys along the contested area of the China India border.
India has the HAL Prachand attack helicopter, which can take a full combat load to 22,000 feet and operate. Euros and Americans just have no reason to make helicopters that can operate at that height since their mountains end thousands of feet below that.
That's what high altitude transports are designed for. Missiles and rockets are a lot heavier.

Yeah the MTOW is limited, but it's doable with certain helis.
Not sure the Dauphin, sorry, the Z9, would do, though.
The Z-9's were built with French assistance, so i don't see it why not.
I'm curious to see the dedicated attack helicopter version doing it, since it carries a lot more payload.
