We don't know what its RCS is. In fact I've never seen an actual photo of the inside of its air intakes, all photos you see have the air intakes all dark.
Having said that, the F/A-18E's front RCS is really overhyped. Yeah it has reduced frontal aspect RCS compared to something like the other teen fighters, but only if the plane is pointed directly at the radar that is trying to detect it. This is useful if you're, say, attacking a lone ship and want to get closer to launch a harpoon, but it's not stealthy in a battlespace with lots of sensors everywhere.

Lavi never entered serial production, so don't pretend you actually have a firm basis for making that assertion.
Anyway, Israel sold it to them. The whole reason they cancelled the Lavi was because they were strapped for cash. China comes along and offers them money for it, and Israelis being what they are the money was more than enough to justify giving such technology to murderous asiatic communists.
