Just like the AR, just like the 8 gauge elephant gun they call a shotgun, Halo has always portrayed UNSC weapons as having some kind of super advanced recoil dampening technology (magic). Even FUD had the AR have next to no recoil and they took the time to point out that the Carbine had enough recoil to knock someone over in the same scene.

The M6 primarily does it's damage with explosives, reduction in caliber is an exponential drop off in effectiveness.
There is that. However I'm pretty sure explosives wouldn't do much to shields, grenades just strip shields by the fragmentation while the concussion does little to no damage.

Made for OBlack folk for suppressed use, that's the only reason for the 9.5x40 to exist. The Marines saw how "good" it was, made the rounds supersonic and then it turns out that it's worse in every way to the M392 and why the UNSC had to bring it back. The MA5 series outperforms it close range, shield stripping, armor pen, and for suppression and the M392 is more accurate and has a longer effective range.
i can tell you never served, maybe if you compare paper stats like a video game the m392 might seem like the better option but you cant beat the battle rifles accurate burst fire and larger mags, i dropped many grunts and even an elite thanks to those accurate and rapid bursts on Alluvion while the Army guys lose half their mag to a grunt and paid for it dearly during those frickin covenant assaults
