If you take modern requirements and education needed for new candidates for the position occupied by boomer and apply them to that boomer boomer would fail exams, aptitude test etc.
Outfitting them is a waste or resources. They won't be able to achieve any of the objectives and will just fall over and die. Having a couple of old dudes is fine, but having whole squads of them is moronic.

There's a lot of weird stuff that turns up from time to time; I've seen regular 4-pocket BDUs, vests, pouches, and even rucks all made by local Russian industry. Pic related was made by SSO/SPOSN on a special order from an FSB regional unit.
I guess all of this was just sitting in a warehouse somewhere; I can't imagine that whatever wacky plate they seem to have in the carriers saw massive use.
