          The START treaty does not actually allow the parties to inspect the maintenance and upkeep of the warheads, only the number of warheads as specified on the declaration.
          Russians obviously cannot find out how Fogbank is made, and Americans cannot know where Russia sources it’s Tritium.

        All the IRBMs were destroyed as part of arms reduction. Ukraine's Tu-160s and Tu-22Ms were destroyed as part of the deal where they got rid of their nukes.
