This law basically says its illegal to work, handle,transport materials listed in the annex like asbestos, dioxin, etc.
then it makes an exception in annex 2 no1(asbestos) which says its legal to handle asbestos for the sake of removing it,maintenance or working with it using tested methods. and it says its illegal to cover or build over asbestos.
repainting painted asbestos is maintenance, painting raw asbestos is building over it. it makes sense so boomers wont just lay tiles over their loose asbestos cushion vinyl tiles and have their unknowing grandson get exposed when he removes the tiles in 30 years.
Also i don't think you can paint over pic rel without sanding or pressure washing it anyways.

I researched how to remove it and got started. I got myself a little Tyvek jumpsuit and respirator. I wet the roof down and kept a sprinkler going over it while I worked. Went up there with a set of nippers, nipped all the nailheads off, and removed the sheets. I double bagged them in extra large plastic bags and wrapped them up with tape. Did the same with the suit and respirator when I was done. Local landfill said they would take them at the standard rate.

It was only about 450 square feet of material but it only cost me about $70 total to DIY dispose of. Most of that was for the bags, suit, and respirator.
According to the EPA, asbestos is only dangerous if it’s in commercial property. If it’s residential there are no restrictions on removing it. You can have a 5000 sqft house that’s full of asbestos and you can bust it out in a weekend but if you have a 500 sqft commercial property you have to have it abated. Tell me how that makes sense.

what separates glass fiber from asbestos is how the strains split, glass is like spaghetti, asbestos like kindling a log.
Now what is just as bad as asbestos is hight temp alumina silicate wool. For most purposes, calcium magnesia silicate wool is a direct replacement and bio soluble
