So is he. Barrel has to be 16" minimum or be an SBR. If you put a muzzle brake on, it's only considered part of the barrel length if it's either silver soldered or pinned and welded in place. It has to be considered "non-removable" by ATF's rules.
There's one on my BCM upper. It doesn't have any noticeable difference in muzzle rise for me personally vs a birdcage. But it has the downside of being much louder and having a concussive blast.
Not 100% accurate. There is a temporary injunction. Until there is a permanent injunction or actual court decision, it's possible that the rule could come back. It will probably go to the Supreme Court eventually.

If you're going to pin and weld, consider something that doubles as a suppressor mount. Should you get a suppressor, you will be able to mount it.
