Taiwan isn't planning an offensive operation on Chinese shores anytime soon. Carriers are great at projecting power, but Taiwan is taking a "hedgehog" defensive approach, which doesn't really require force projection.
America meanwhile does require carriers for force projection in the area, due to the distance from the US.

It's just a quirk of the Chinese language. Mandarin does not have a word distinguishing armies, navies, and air forces, just a general word for military which is usually translated as "army." People's Liberation Army Navy is actually an anglicization, a more literal translation would literally be "People's Liberation Army Seagoing Army." If you wanted to use a more figurative translation that gets at what the name is actually trying to do and a more modernized usage of the word for army, you could translate it as "People's Liberation Force, Maritime Force" which is probably closer to how it sounds to native Chinese speakers.
