    Not sure, they don't benefit from this war and are free to retreat at any time.
    That isn't what this war is about hough.

    For Putin PERSONALLY?
    Yes, things are bad enough because the alternativ is that they drag his wienerless corpse through the streets as they fistfrick his daughter in front of him.

    If Putin loses this war, his reign is gone and his life is forfeit. The apparatus that keeps him in power is made up of individuals who will turn on him the moment his weakness and inability to make THEM richer becomes clear.
    For now he has managed to play his MoD against Wagner against his intelligence services, to the point where wagnerites and vatniks have already been shooting and killing each other. The promise is that whoever makes it to Kiev first and gives him Ukraine wins, while the other is replaced.

    A Russian retreat means that nobody gets to win and that he directly sent thousands of young Russians to die in a meatgrinder for literally nothing. Kids, nerds, students and normal people (as normal as they come in Russia) have died in heaps and rot in landfills because he miscalculated.
    The only thing he gave Russians so far is the corpses of family members and three or more decades of international, political and economic isolation.

    If he loses this war, they're going to make a public example of him and keep him alive through all of it. If not the angry mob, then the turncoats in his FSB under the reign of whoever comes after him. Basically, he's buying time.

      I'm not sure how he has neither died from stress after realizing how shit his army really is after 1 year at war, nor at least actually tried to train and equip his soldiers. I would send out Internal Police to ensure and inspect that the soldiers are getting the right equipment and training. I guess those guys would just take the money and pretend that everything is good, and if someone really says how bad it is he can't do shit or the whole system starts eating itself.

      I personally know three Russian men who split IMMEDIATELY when Russia invaded.
      They came to NYC on "long vacation" within the first month of the invasion, now two are team driving sleeper tractor trucks across the US, and one is in IT in NYC.

      There are two ways you can claim asylum in the United States (not counting walking into a US embassy and requesting asylum)

      1. File an application at a United States Citizenship and Immigration Services Asylum Office (there's one in most major cities)

      2. If you are in deportation proceedings, file an I-589 Application for Asylum, Withholding of Removal at an EOIR Immigration Court.

      Both of these processes place an immediate freeze on deportation and even if you wind up losing, they can take years to clear the courts due to backlog (*cough* Beaners *cough*), even longer when appeals courts come into play.

      Russian conscription is pretty lenient and all it requires is for you to receive the paper by mail and sign it. You can refuse to sign it and avoid conscription while hoping that they wouldn't visit you at work or something. Now its electronic and people will be restricted in how they can avoid it.

    To be fair, it's not a e-conscription notices but just e-constription.
    They send out it via electronic means or paper mail AND add a person to registry. It doesn't even matter if you recieve that mail or enter the app to see the notification - if you don't get to the recruiting office in 7 days, you are considered an evader and thus have to get sanctioned by the state.

          Even worse, the people most likely to be infected are children getting their childhood vaccines, many of which are mandatory like diptheria, polio, etc.
          This is a massive issue in India as well.

    Which is, not great by a fricking long shot.
    At least a million men of fighting age KNEW they'd be drafted for a death march and fled the country already, really as soon as they fricking could.
    These knew measures come a little late tbh, I'm surprised they haven't done that already.
    I bet the electronic conscription notices are a futile attempt to lure some of the escapees back into the country, because they know the only way they can serve them with papers now is via email, phone, vk, or telegram.

      You can claim asylum in the U.S. or at the border. In the U.S., you need to follow some procedures before the feds come down to your place and deport you.

    The point of giving Wagner battle in Bakhmut was degrading the highest concentration of actually competent veterans out of which a proper NCO core might have been formed with proper restructuring. New blood to fill out logistics tail is necessary at the very least.
