Japan actually does rebuild at a ridiculous rate. They consider any house more than a couple decades old as deprecated, and lots of people don't want an established house but want to tear down and rebuild if they're buying.

6 inch cardboard tubes are pretty strong, putting a 4 inch hole in them seems like a bad idea.
