I’ve lit off a few of those just-add-water ration heaters and they get frickin hot. I was honestly surprised how effective they are. Good option if absolutely no fire is allowed. But yeah keep the food separated from it. Probably not too harmful, they don’t give off too much of a nasty smell, but best to avoid anyway.
No you'd get bacteria poisoning very easily. Tons of people die every year from reheated pasta that was left out overnight in an anaerobic environmental.

There are several meals that don't need heat, tinned ham wiener, fish wiener, Freshe meals...lots. And if you want a dehydrated meal most can be prepared with cold water, they just require longer soak. I do oatmeal and other cereals this way by putting them in a belt pouch mid day and strapping it to my pack belt. The agitation from walking has them well hydrated by the time I strike camp in the afternoon.
