Yeah, don't buy that one. I had one given to me and I gave it back.)
I'm going to try wrapping them with wire of some sort, heating the wire, and shocking the bottle in cold water.

dip a string in rubbing alcohol
wrap it around where you want the break a few times
      light it on fire
      dunk it in water
it'll split where the heat was
      sand

I diy'ed a jig similar to the picture for cutting 2.5 inch glass tubes by cutting V shapes out of 2 square pieces of laminated floorboard and mounting them vertically to a horizontal scrap wood piece . if you cut the 2 "V" pieces at the same time they will be identical or near enough

small dremel diamond wheels from ebay are good for doing the cutting , keep dripping water on the glass to keep it from getting too hot and prevent dust (wear a dust mask also ) , use a sponge or large water bottle and hose , I was going to use a salvaged car windscreen wiper water pump to keep the glass wet but I broke it

I was just using stuff I had saved for projects and I had the dremel already so all it cost was the money for the diamond discs .

I went down this rabbit hole a couple years ago for making a bunch of garden things to sell, so i wanted something repeatable and fast that would give me something not shitty. This is the best thing I found, excuse the rambling guy in the video, he does have some good info. https://www.youtube.com/watch?v=sFXngPx3w3M

Hot water never worked well for me.

I blast the scoring with a hot air station, dip in a bucket with cold water, repeat
