How can I to drill a rock? (what kind of drill do I need)
I'm trying to cross a chain through some rocks to lift them up

Hammer drill with a masonry bit.
Read the instruction manual if it's not immediately obvious to you how to put the drill in hammer mode.
Also, an impact driver makes use of rotational force and is not the same thing as a hammer drill which is concussive.
It's important for weights to be balanced, so they behave predictably when you use them for exercise.
If they are unbalanced, the large or small movements you make while exercising will dramatically shift their centre of gravity. This puts additional stress on your body, or could cause injury if it manages to break your lift entirely.
Whatever you use as a weight should be solid (no moving parts or internal shifting) and an easily controllable shape.
Honestly, body weight exercises work just fine for a baseline level of fitness. If you want to spend zero money, then do that.
If you want to spend a small amount of money and if you are a literal teenager (18+ to post here, right?), look for youth fitness programs or gyms in your area. Gyms understand youths don't have the same money to burn on gym memberships that yoga karens do and will probably offer a great discount.

the weights you find in gyms frequently have a 5% tolerance for the nominal weight. Hypothetically these balance out as you use more plates but it's not impossible to end up with a slight differential. As long as you weigh the stones or whatever OP is using and keep it withing 5% of equal on both sides you're probably fine.
Not what that anon meant. Its not necessarily the weight of the stones even though that is relevant as well. Imagine doing curls with kettle bells, or dumbell bench press with really heavy medicine balls. When you are exerting yourself the last thing you need under load is a balancing act, or for the weight to suddenly change do to a different gravational center.
I don’t think the goal though is to work a single muscle group to failure or near failure. I’d imagine if the guy is picking up rocks because he wants to build those stabilizer muscles and endurance

Cement plates are feasible for the poor, single user, material knowledged maker. Lockdowns annhilated the used weight and equipment market. The $1 a lb gold standard now only applies to 70's plastic covered.....concrete.
Rotary hammer, see pic related. Maybe a hammer drill would work for concrete but good luck with something like granite. Though if you are poor I guess just a star drill and hammer.
blunt stone and water, use sedimentary rocks as the rock to be drilled for best result.

Youre not going to be able to weight lift with rocks attached to a chain. That's general strength training dragging something heavy territory. Which is a LOT easier/just as cheap with a used tire full of dirt or sand with chain looped through the middle.
Also, repeatedly lifting and dropping the rocks will almost certainly split them at some point, possibly crushing your foot.
Aside from that, you can make decent dumbells with pipe in small buckets full of concrete.
However the full weightlift bar like you have pictured, you need solid steel, pipe has a real chance of snapping in the middle and seriously injuring you.
You need a bigass drill
