TBMs/SRBMs and massed cruise missile attacks are basically Russia's only way of striking into NATO countries, the RuAF is incredibly weak compared to NATO air forces and has little ability to conduct strikes outside of limited standoff cruise missile attacks.
If Russia used all of their conventional TBMs and cruise missiles in Ukraine, they would have limited options to respond in a NATO escalation incident.
They really would be pushed into relying on their tactical nuclear forces, which is obviously very escalatory and risky.
