Putin was just as surprises as every western analyst was when the russian invasion got bogged down. Nobody knew how dilapidated the russian army was except for the soldiers at the lowest levels.
Staying in your airspace and dumb firing missiles does not air superiority make, see the Iraq War for what actual Air Dominance looks like. Both sides are too scared (rightly) to go anywhere near the other sides sam coverage. Russia not being able to strike whatever they want in Ukraine is probably what actually allowed America to give them HIMARS.
