If the Zircon must slow down to Mach 4.5 during terminal flight then the Russians couldn’t solve the plasma issue. The Kinzhal for instance is just an iskander SRBM strapped onto a MiG-31K. The Iskander is already hypersonic, but Russia claimed it was an actually new design capable of hypersonic maneuvers. Everyone including the Chinese saw that it's just a straight running weapon no more capable than your regular ballistic missile.

What you really want to do is to use a scaled down version the the Sprint ABM booster as a terminal phase. The idea is just when the enemy gets close with their interceptors the missile stages and then shoots up to mach 10 and stays that fast until it hits the target.
