Spoiler: it's not F-16, it's actually Mirage 2000. The French began a year earlier than the dutchies, Danes and belgians. F16 still take another 8 months.

Keep in mind that a plane needs more than a pilot. The ground crews for servicing and preparing the machine need training, too. The logistics chain must be set up properly. These are very complex machines.
Like, the dutchies started building F-16 parts (through Fokker) in 1977, still their first F-16 (US-built) was only delivered in 1979. The entire procurement and preparation for F-16's went on for years before the first went into service.
Seems harder to hide.
There are only a limited number of known strips of concrete aircraft can live in, even if kept under a hanger most of the time, Russia and half of OSINT twitter is watching by satellite.
It's a much more anticipated project with a lot more media attention, a lot more Ukrainians and Americans have to be involved over a longer period of time, a lot more civilians recognize an F-16 on sight. It would be hard to make sure not a single overexcited person leaks something.

When you see satellite photos of fortifications, damage to Russian ships in port, etc, a lot or even most of that comes from spergs paying for commercial images.
And even standard internet autism like trawling telegram for loose lipped rumors and geolocatable photos can reveal a major delivery.

Ukraine will never get the license or factories to make them. It won't happen for at least another decade (and they will probably choose the Gripen anyway)

Yes but the F-16 is too expensive for Ukraine to operate and maintain and it does not suit their airfields as well as the Gripen. They would need to import Americans from overseas who know the 50-year-old aircraft well enough to di everything for them
Fighters aren't that easy to hide. I reckon it's a particularly adventurous Patriot battery running around the border and bushwhacking Ivans in what is supposed to be secure airspace.

You maximise the initial impact of the system by delivering it early and then keeping its presence a secret as long as possible in order to retain the element of surprise even if the enemy knows its coming

Too bad US aid deal is completely dead. HIMARS will be out of missiles soon and that is that. Pretty sure the F-16 deal also relied on US aid to keep them operational. Whole situation is FUBAR.
