    I wouldn't. Japan did not suffer from anything until they got their shit kicked in during WW2. Literally just play it cool when you want to expand again, and choose the winning side so you can conquer China without getting your oil cut off.     Do nothing except warn them that Teddy Roosevelt will negotiate Russia extremely extremely generous terms in the aftermath of the Russo-Japanese war and that machine guns will inflict pyrrhic losses on their troops during that conflict. Once Korea is secured they must hold off on expanding into China and the south east pacific until they are in a more diplomatically secure situation to avoid the unwinnable resource deficit that the Sino-Japanese war created and directly led to the entry and subsequent loss in WW2

    Why would I? Commodore Perry was a blessing to Japan because contrary to China they managed to keep a hold of their country instead of being exploited by bigger powers while getting all that juicy access to western advancements on their own terms. Post Russo-Japanese war is another story. They would've needed to get a hold of the army to not drag them into an unwinnable war like in our timeline but that would be difficulty because the army was high on its own fumes after defeating what was supposedly a great western power (Russia, lmao).

        said they probably would have been taken much more seriously by European powers. I don't see them becoming suzerain of China especially due to the work Britain did in the opium wars prying the country open for trade but I do see them being treated as an equal partner. Not recognized as a great power, at least not until after the Russo-Japanese war, but with Manchuria in hand and recognized as a peer they might be given control of German Asian colonial possessions post WWI and would be in a much better position to negotiate with Chinese nationalists on establishing an allied, likely dependant (for a few decades at least) government out of the warring states period.

          It is my distinct impression that the eight nation alliance was pushed to keep Japan from owning Chinese trade lock stock and barrel, and the EACPS was designed so the other colonial powers could keep their mitts on SEAsia property directly.       You can't the Tokugawa was rotten to the core by that time, they weren't kidding when they called it the 'Meiji Restoration'
      any competent shogunate could have fielded a coastal defense and told Perry to pound sand but the 'gawas were so effete and frail and set in their ways they couldn't imagine not fighting in the "samurai way" but that is not the natural state of the Japanese, they are highly effective warfighters in every regard usually
