Commodore Perry was a blessing to Japan because contrary to China they managed to keep a hold of their country instead of being exploited by bigger powers while getting all that juicy access to western advancements on their own terms. Post Russo-Japanese war is another story. They would've needed to get a hold of the army to not drag them into an unwinnable war like in our timeline but that would be difficulty because the army was high on its own fumes after defeating what was supposedly a great western power (Russia, lmao).

I don't see them becoming suzerain of China especially due to the work Britain did in the opium wars prying the country open for trade but I do see them being treated as an equal partner. Not recognized as a great power, at least not until after the Russo-Japanese war, but with Manchuria in hand and recognized as a peer they might be given control of German Asian colonial possessions post WWI and would be in a much better position to negotiate with Chinese nationalists on establishing an allied, likely dependant (for a few decades at least) government out of the warring states period.
