                They aren't going to inflict a wound on a person just so the medic/corpsman can get practice patching up some guy who is screaming and yelling and shitting himself either. The military is not going to put their troops in danger of being shot in a training environment. Live rounds are for use on the range.

Of course the Army will use live ammo for shit like what you posted. The Navy will use live ammo for crew mounted weapons shoots. You will NOT be pointing guns at each other and moving through buildings in a stack with live rounds in your weapon.
