Apparently it works, though given modern armor can stop 30-06 AP, it's weird that it does. Maybe it shoots sub-caliber sabots. I'd upgrade the DMR to an 8.6mm Lapua Magnum equivalent though, makes no sense for it to just be a lower capacity AR with a scope.
30-06 is the same as .308 same projectile, same velocity just with better powder so the case doesn't need to be as long.

lol no it isn't. the 7.62x51 round was designed to ballistically match the then-current .30 Cal M2 round, which had been downloaded in WW2 to avoid bending the op rods on the garand. 30-06 is a commercial round that matches the original WW1 military ballistics.

They needed something which spat titanic amounts of small yet high power projectiles at an absurd rate because that taxes energy shields faster than more traditional rifles.
In-universe having a couple of marines mag dump these rifles onto one elite is about the only way they reliably score kills on them.

Honestly always wanted to see how a 1:1 EXACT replica of this gun would work, not one of those 'I dressed my AR up in plastic' clones. There is no info about how it fires, most likely anything you can think of is more interesting and accurate then any lore you will get out of 343.
Same way as you have to think of wacky ways the 90mm solid AP rounds the scorpion fires can still wreck several feet worth of sloped covenant armor on their wraiths.
Anon I don't even listen to 343 when it comes to the completely fictionalized, in-universe aspects of their lore. That being said, I agree that Bungie's specs on the Scorpion tank were always rarted.

Original canon was that it was proven massively undergunned and was supposed to be completely replaced by the BR, which was an elephant gun on steroids with magic space recoil dampening.
Also the original idea was that it would have an underbarrel grenade launcher but that was scrapped and retconned into being something that exists but we never see in game.
Consider for a moment that there are existing armor plates today that stop one design of AP core and not another out of the same caliber moving at the same speed. Subtleties of bullet design can play a huge difference in penetration.
Consider also that there is on modern earth a difference of something like 500fps between the fastest and slowest .308 rounds.

Not really. Given its relative ineffectiveness, you wouldn't want it to be in anything smaller or the barrel to be any shorter. You also wouldn't want to chamber it in anything much bigger either, since it must already be a squeeze to fit 32 rounds, 60 round Halo CE rifle notwithstanding. Optics are pretty irrelevant, HUDs are standard issue and have zoom. Id probably switch out the flashlight for something with more utility like a launcher, but otherwise there's just not much to improve.

Probably replace it with something like an automatic shotgun that fires slugs.
I'm not positive about how Covenent shields work but if slow objects pass through then maybe you could have explosive projectiles with retro propulsion to slow down at the last second to pass through the shield before detonating. Or maybe just suicide drone swarms.
Realistically the humans would be using the nastiest shit like chemical weapons and dirty bombs. Biological weapons would be excellent because the enemy biology is so different there is little risk of mutation biting you in the ass.
I'd just give them all M6Ds.
All I know is it was the best weapon in every game on campaign mode.
